The Sale and Supply of Alcohol (Harm Minimisation) Amendment Bill

Chloe Swarbricks Member's Bill "The Sale and Supply of Alcohol (Harm Minimisation) Amendment Bill was introduced to Parliament on the 30th June 2022.  The bill covers two parts. Part 1 aims to abolish appeals on local alcohol policies while Part 2 looks to implement the recommendations of the 2014 Ministerial Forum on Alcohol Advertising and Sponsorship which would ban alcohol sponsorship and advertising of all streamed and live sports and ban alcohol sponsorship at all sporting venues.

Customer or debtor? Are we treating renewals and membership fees as an opportunity?

The team at National Office have recently uncovered an audio recording from the Clubs New Zealand Conference and AGM, 1999.  The audio is of a keynote presentation from Steve Parker, expert in marketing and associated matters, and a well established “clubby”.   This wasn’t the first time Steve spoke at a Clubs New Zealand event and it certainly was not the last, but what is striking about this particular, 23-year-old piece of audio is that it is 100% relevant to clubs today.

Strategy to Prevent and Minimise Gambling Harm

Today, Minister of Health, Hon Andrew Little and Minister for Internal Affairs, Jan Tinetti publicly released the 2022/23 to 2024/25 Strategy to Prevent and Minimise Gambling Harm.  This release is ahead of the strategies formal launch later this week at the International Gambling Conference.

As outlined within the Ministers statement the new strategy focuses on strengthening public health approaches and service responses to gambling harm by putting communities, tāngata whaiora and whānau firmly at the centre of a service.

Recording Exclusion Order Breaches within the CONCERN Database

Section 311 of the Gambling Act 2003 outlines the requirements to remove a person who enters a gambling venue in breach of an exclusion order, once you have removed that person the Act and Regulations are pretty silent on what you should do next.  

The CONCERN Database has introduced breach notification functionality, this will enable venue managers and the National MVE Admin to add in breaches against an excluded person.

Part time employees must be paid $1696 a fortnight regardless of how many hours they work

Employment Court rules that all salaried employees who are paid fortnightly must be paid $1,696 a fortnight regardless of how many hours they work

The Employment Court has ruled that Mount Cook Airline Limited’s part-time cabin crew who are paid a salary need to be paid the full fortnightly minimum wage of $1,600 (now $1,696 as at 1 April 2022) despite these part-time cabin crew only working six days a fortnight. This aspect of the Employment Court’s decision has been appealed to the Court of Appeal.

The Clubs New Zealand Wage and Salary Survey is back for 2022 and open for all clubs to complete now.

The results from the Wage and Salary Survey allow us to create the annual Wage and Salary Guide which is an incredibly sought after resource.  The Wage and Salary Guide will only be prepared if we receive enough responses to the survey, as we want to ensure we are creating relevant and meaningful resources for clubs to use.

Harm Minimisation Training Update

At Clubs New Zealand we are committed to host responsibility and providing club committees, management and staff with the tools, resources and knowledge that enables them to build a culture of care.

Since the beginning of 2022 Clubs New Zealand has held 24 Harm Minimisation Training Courses which were attended by more than 148 Club Employees, and we are not done yet.

2022 Review of the Sale and Supply of Alcohol (Fees) Regulations 2013

The Sale and Supply of Alcohol (Fees) Regulations 2013 (the Regulations) came into force in 2013 and it sets out the application and annual fees that may be charged for alcohol licences to enable Territorial Authorities to recover costs from administering the licensing provisions in the Act.

Under the Act, the Ministry of Justice (the Ministry) is required to undertake a five-year review of alcohol licensing fees and of cost recovery by TAs for alcohol licensing.  The Ministry has recently announced the second fees review since the act came into force and Clubs New Zealand has been invited to participate in the stakeholder consultation.

ClubPOS is a point of sale system for Clubs in New Zealand.  ClubPOS is easy to operate and manage with full inventory control, staff timeclock, liquid stocktakes and management reporting.  ClubPOS is now available and we are pleased to announce special introductory pricing for Clubs New Zealand members.

The hardware for ClubPOS includes a Windows All-In-One Touchscreen from Posiflex.  These have proven to be very reliable touch screens, sold in New Zealand since the Windows XP days (and some of those are still in use with no repairs required to date).  They are virtually maintenance free with no fans to suck in dust and crumbs, and an easily cleanable flat bezel-free screen.

The Mobile App is valid proof of membership

In recent weeks we have been receiving a number of enquiries from both clubs and members regarding reciprocal rights.  It is clear that some club employees do not understand the requirements of the Sale and Supply of Alcohol Act 2012 as it relates to reciprocal rights and there have been some embarrassing interactions that could have been avoided.

So with reciprocal visiting well and truly back in action now is a good time to revisit reciprocal rights.
